CAEAR Coalition Joins Partner Organizations to Urge HIV/AIDS Program Funding (10/28/2011)

Members of the AIDS Budget and Advocacy Coalition sent letters to Congressional appropriators and to President Obama and Vice President Biden urging adequate funding for domestic HIV/AIDS programs and protection from any budget cuts.

Congress Passes Continuing Resolutions for FY2011

Congress has not passed final appropriations for FY2011, which began on October 1, 2010. Government operations are being funded through a Continuing Resolution (CR) that runs through March 4, 2011. Most programs, including the Ryan White Program, remain funded at FY2010 levels. House and Senate appropriators did include small increases for some components of the Ryan White Program in their versions of the FY 2011 Labor/Health and Human Services/Education and Related Agencies appropriations bills, but final funding levels will not be set until the full Congress acts on the bills or a final CR to cover the remainder of the fiscal year. CAEAR Coalition FY2011 Appropriations Request Letter to Congressional Appropriators (3/16/2010)

CAEAR Coalition met with Members of Congress to advocate for Ryan White program increases. Additionally, CAEAR Coalition submitted a letter urging Congressional Appropriations leadership to provide increases in funding for the Ryan White Program in FY2011. Click here to read the letter.

President Obama Requests Minimal Ryan White Increases (2/1/10)

President Obama released his FY 2011 budget request this morning with a requested increase of $40 million for the Ryan White Program. The majority of the increase is in ADAP and the Part B base, with increases for Part C and both Part F components. Part A and Part D are flat-funded. The attached chart provides the details of his request along with the CAEAR Coalition funding requests.

In his statement on the president's budget, CAEAR Coalition Chair Ernest Hopkins called on Congressional leaders to seize the priority signaled by the president for the domestic HIV/AIDS epidemic and provide critically needed increases to the Ryan White HIV/AIDS program in the FY 2011 budget.

President Obama Signs Appropriations Bill (12/16/09)

Senate Approves Conference Report (12/13/09)

The Senate voted 57-35 to approve the conference report for various unpassed department spending bills, including Labor-HHS. Click here to view the roll call vote. The legislation now goes to the president for signature.

House Approves Conference Report (12/10/09)

The House of Representatives voted 221-202 to approve the conference report for various unpassed department spending bills, including Labor-HHS. Click here to view the roll call vote.

Conference Agreement Reached on FY 2010 Spending Bills (12/8/09)

The Senate House have agreed on Labor-HHS appropriations, including funding levels for the Ryan White Program, for FY 2010. See updated funding chart for details.

Senate Subcommittee Marks-Up Spending Bill (7/28/09)

The Senate Labor-HHS Appropriations Subcommittee marked up its spending bill. The subcommittee matched the increases for Part B base and Part B ADAP that came out of the House, and slightly bettered the House's increase for Part C. All other programs, including Part A and Part F/AETC, were flat funded at FY 2009 levels. See updated funding chart for details.

House of Representatives Votes Passage of the Labor-HHS Spending Bill (7/24/09)

The full House of Representatives voted to pass the FY 2010 Labor-Health and Human Services-Education spending bill. No amendments were heard and the funding levels for the Ryan White Program were the same as what came out of the House Appropriations Committee.

House Full Committee Marks-Up Spending Bill (7/17/09)

The House Appropriations Subcommittee marked up its spending bill. The bill includes the same increases for Ryan White Part A, Part B base, Part B ADAP, Part C, and Part F/AETC that were included in the subcommittee mark-up. See the updated appropriations funding chart for details.

The House Labor-HHS Appropriations Subcommittee marked up its spending bill. The bill includes increases for Ryan White Part A, Part B base, Part B ADAP, Part C, and Part F/AETC. See the updated appropriations funding chart for details.

FY 2009 Appropriations

FY 2009 Omnibus Appropriations Act (2/23/09)

The House Appropriations Committee released the FY 2009 Omnibus Appropriations Act, which would fund many government programs, including the Ryan White Program, through the fiscal year. The Act, which must be voted on by both the House and Senate before going to the president, includes increases for all components of the Ryan White Program. CAEAR Coalition released a statement on the Act and an updated appropriations chart.

Senate "Dear Colleague" Letter Sent to Appropriations Leadership (4/3/08)

A Senate "Dear Colleague" letter circulated by Sen. Clinton and Sen. Schumer was sent to appropriations leadership requesting funding increases for domestic HIV/AIDS programs including the Ryan White Program.

House "Dear Colleague" Letters Sent to Appropriations Leadership (3/20/08)

Several HIV/AIDS-related House "Dear Colleague" letters were sent to House appropriations leadership requesting funding increases for domestic HIV/AIDS programs including the Ryan White Program. Letters included a letter supporting Ryan White Part A , Part B and Part C circulated by Rep. Michael Capuano and Rep. Ileana Ros-Lehtinen; a letter supporting the Minority AIDS Initiative circulated by Rep. Maxine Waters; and a letter supporting the domestic HIV/AIDS portfolio at the Department of Health and Human Services circulated by Rep. Edolphus Towns.

CAEAR Coalition sent a letter and supporting materials to Appropriations Committee leadership in the House and Senate requesting significant funding increases for Ryan White Program Part A, Part B, Part C, and Part F AETC.

President Releases FY 2009 Budget (2/4/08)

FY 2008 Appropriations

Omnibus Bill Signed Into Law (12/26/07)

Today the President signed the Consolidated Appropriations Act, 2008, ending the FY 2008 appropriations process and setting FY 2008 funding levels for the Ryan White Program.

Amended Appropriations Bill Clears House and Senate (12/19/07)

The Consolidated Appropriations Act, 2008, which contains the Labor-HHS bill, cleared the Senate and the House and will soon be presented to the President for signature.

President Vetoes Appropriations Bill (11/13/07)

The President vetoed the Labor-HHS appropriations spending bill.

Conferees Reach Agreement on Labor-HHS Bill (11/5/07)

House and Senate conferees finalized the FY 2008 conference report. Part A maintained the full $32.3 million increase, Part B and Part C maintained increases that were in between what was posed in the Senate and House, and Part F did not receive an increase.

Full Senate Passes Labor-HHS Spending Bill (10/23/07)

The full Senate passed its Labor-HHS Appropriations spending bill by a vote of 75-19. The bill flat funds Ryan White Part A, Part C, and Part F/AETCs, and contains an amendment that seeks to override the House's action to include a one-time stop-loss provision in the final bill. Full House Passes Labor-HHS Spending Bill (7/19/07)

The full House passed its Labor-HHS Appropriations spending bill by a vote of 276-140. The bill includes funding increases for Ryan White Program Part A, Part B, Part B/ADAP, and Part C.

Senate Labor-HHS Appropriations Subcommittee Marks-Up Spending Bill (6/19/07)

The Senate Labor-HHS Appropriations Subcommittee has put forward a spending bill that flat funds Ryan White Program Part A, Part C, and Part F/AETCs.
